Participatory Budgeting Initiative

Participatory Budgeting (PB) is a new paradigm providing an avenue for community members to engage in a democratic process that gives residents direct access to their tax dollars and allows them to guide where that money will go. Richmond has the opportunity to set the PB standard for mid-size cities through the development of a community-led strategy that allows residents in every Voter District to brainstorm uses for public dollars, work with neighbors and City staff to develop specific project proposals, and vote on proposals to implement. This provides an equitable and inclusive forum for residents to create a vision for the future of their communities.

Development of the PB process is a multi-year effort. As a Fiscal Sponsor, Storefront and project consultants kicked off the ideation of a Participatory Budgeting (PB) initiative in September 2022.
